In 1992 the European Commission (EC) and the Organization for Economic Co-operation and Development (OECD) launched the Sigma Program to help countries in Central and Eastern Europe modernize their public governance systems. Principally financed by the European Union, Sigma has supported and continues to support EU candidate administrations in their preparations for successful entry into the EU. Since 1993 Sigma has also assisted its partners in the Western Balkans in building legal and institutional frameworks that promote good governance and management. Starting from 2009 a close cooperation launched between the RA CSC and SIGMA project.

During June 12-14, 2009 a seminar for the chiefs of staff of the civil service system was organized in Aghveran, Armenia. The event was dedicated to the modern problems and development trends.

During November 16-20, 2009, the SIGMA project realized assessment of the civil service system of the Republic of Armenia. In the result, the necessary trends and approaches of the system’s development were revealed.

The results of the system assessment were summarized and the future activities outlined during the seminar organized for the RA civil service responsible officials. The event was held in Yerevan on November 16, 2010.
